- Implement group risk-factor-reduction curriculums in school, after-school and summer programming efforts.

- Increase communication/collaboration among existing providers;
- Increase the number of tutors/mentors in each school;

- Increase access to health care and prevention services;
- Increase knowledge of adolescents, parents and other adults about key health and behavioral issues;
- "Blanket" students with programs and courses proven effective in preventing teen pregnancy and school drop-outs;
- Increase career investigation activities; and
- Increase Americorps involvement.
